Do a google for Wow speed tests. Seems more acurate too me.

I think you are correct.
I also go to toast.net alot to it is pretty dead on.
they got one you can just do text if you are on a slow con like me

There is also a program that you can download called LineSpeedTest that will constantly monitor your connection throughout the day so that you know when peak hours are.
