thanks guys, the results are in, and.............

Hide ip platinum doesen't support the browser I like using

Steganos doesn't support 98SE os.

I did find a copy of Ghost Surf 2005 platinum floating around, and low and behold it supports my setup, so it wins by default. I tried a few others but they are not worth their weight in shit. They all seem to slow down the connection quite a bit though. Anyway, thanks for the help guys.
