Typical cost is such a generalized topic. I'll show you the cheapest, most simple to assemble setup IMO.
Any video card with TV-Out (it doesn't have to be super fast, anything FX5200 or Radeon 9200 or faster is plenty good enough, its just passing the signal to the TV, and full motion video is not a hard to do job for either of those cards)
CPU: AMD or Intel, anything 1.6Ghz + will suffice if you go with a cheaper Twinhan or Twinhan clone card
P3 800 or AMD 1Ghz will work just fine if you use a WinTV-Nexus card that has MPEG decoder onboard.
RAM: I suggest 512 minimum, but thats just cause I like a nice, crisp, responsive system, and 512 should work just fine, MyTheater in active viewing mode will consume about 60-70MB on my system, so expect similar
Sound Card: Anything 5.1 is fine, onboard if it has it, etc etc
Case, Power Supply, Motherboard, all that stuff, it doesn't have to be fancy, it just has to work.
That said, if you can find a cheap, used system with a decent video card with TV-Out and slap in a HD for recording your video to, then you're all set. I wouldn't spend over $500 personally. I paid $280 for my system from Dell, and its been stable as can be. Has Win2K, 512MB, 40GB, and 2 * 160GB HD's in it, works just great with a Twinhan card, uses about 40-50% CPU, and never hiccups during viewing, recording, etc.
