All TV stations and systems and networks and of course DTV BEV & Dish have private channels like network feeds, B.U.D. calls them "wild feeds" stuff that (usually) goes only to engineers, station and section managers and are used for a lot of things including internal communications.
Programs have to be syschronized, local commercials have to be inserted, black out programs have to be co-ordinated and inserted and some things are transmitted to stations for taping and later play.
If you have even seen a picture of a control room, say at a football game or car race you have seen 20 or 30 TV screens in the background most with different views of the program on them, the directors have access to many camera angles and have to choose which one (1) goes out over the air and they use these hidden channels to choose the live on-the-air view you will see from them.
They are not normally available to the public but there are hundreds of them, the pirate channels are but one example, no one with a subscribed card could see them, just people with cards that showed out of range channels could see them.
