2700 jtag problem, reads but won't write, help please

Have 2700 w/lock, turned off lock. Got box keys and saved flash, but got error message when tried to erase eeprom (although an eeprom file was saved). Erased flash, seemed to erase OK, but when tried to flash new bin it said flash not empty, program anyway? Clicked yes but would not write, got error meassge.

Any ideas on what could be wrong?

After you press flash prog. next screen says to enable you must unplug reciever then replug & press ok within 3 seconds. Must do this. I did the same thing this fixed it.

Thanks, I did do the 3 second thing, didn't help. My 501 jtaged with no trouble at all.
