How can I edit the Time Zone in the Tomiko file? Jeeperes won't let me change it in the drop down menu.

How can I edit the Time Zone in the Tomiko file? Jeeperes won't let me change it in the drop down menu.
The time zone can be selected using the <tomico_nov14_2005_pfg.v2.zip>.
