Busy Light on ISO

I am using one of Mili's dual crystal ISO programmers and as soon as I hook up the 9V battery to it the busy light is solid and stays on. Is that normal? I am trying to program something with it and I am getting errors and I have a feeling it is because the busy light is always on. I think the light is only supposed to be on when its actually doing something.

Anbody have any ideas?
