Which atmega is this?????

I just was looking at what a dealer told me was a "new" type of atmega.
Just wondering if this is the same old atmega or not.
It's dark green with the traces colored blue
the crystal is 18.000 hz, and the chip says atmega128 16au 0538.
It also says Rev C on it, there are no pins for programming, it's programmed in a loader.
He's telling me to make it work he needs the receiver and programs both.
He is also telling me it's not the free atmega fix.
Is he pulling my leg???

If he needs to program the receiver is probably the same thing just with a new boxkey and ird #, and the atmega is probably an old one with a new paint job.
