New 3100 receivers???

I got my hands on a receiver from a friend, I have never seen this stuff before, I hooked the receiver up to the stream and it asks for information to set up receiver and then the receiver wants to dial out.?? is this a new move by Bev? it basically asks for phone number, postal code, and a pin number. I did try to erase SA5, I also erase flash 1 and I let the steam update the receiver. still same issue. Is there any way around this?

I seem to remember reading something about that.
If it's a 3100.013 and brand new you need to do
the vid mod to enable writing of the locked sectors of the TSOP with a firmware revision without the phone home nag.
