Install Arabic Language on XP Pro

I try to install the arabic language on Win XP Pro via control panel / Reginal and language / Languages tab / click on install arabic Language and it look like it copy some file from the original WIn XP Pro and reboot and still I ca nnot read email been send to me on Arabic or can't t read arabic on Paltalk per example - althought I can access arabic web site and I can arabic over their .

Any help will be greatfull
