That would belong in the "stupid rumors that newbies fall for" forum.
First off, someone would have to break into the card, then they would have to figure out how to program around the ASIC. The ASIC is why the HU could never be totally emulated. FTA runs DISH right now because the europeans spent 3 years working on it ( N2 is widely used in Europe). The P4 is not used at all in europe and they havent broken into the NDS HU variant that BskyB uses.
These rumors swirl from time to time, and people that dont understand how DTV works get real excited and end up sending money to support the scammer that made the post in order to "help the cause".

If it comes to be it will be internal or xternal card reader like xcript that plugs in the back it will use there card activated with your id it will do the hand shake and do all the numbers while the ird directs the operation. We have come a long way since the h card to avr-x and fta we throw them a bone they give us steak or if you lock the door we tunnel under the basement dtv is doomed. your local wallyworld is selling dtv in a box again.

Very close.

It is not FTA it is dvb card. (1020a)

You need a valid subbed card. The author says he put blocks in place to prevent typical card sharing programs.

A couple c/p's from the author.

A new version of DSS Content Reader with subscription support for DIRECTV subscribers will be coming out soon. It only works for standard-definition video right now, and aside from the original requirements for DSSCR you'll need the following:

- Phoenix-compatible smart card reader
- RS-232 serial port on the PC (for the card reader)
- Subscribed P4/D1 access card (the D2 card is untested)
- IRD Number

Also, you shouldn't use your card if it's married to a RID receiver. DSSCR emulates a non-RID receiver and the card is supposed to know the difference.

New version (beta 5) is online and includes the new CAM interface application. The main application (dsscr.jar) has been updated to work with the CAM interface application, and the plugin (dsscr_ts.dll) has been updated to pre-filter traffic containing INS 42s. The manual also contains some details on the new features (see the Subscription and Version History sections).

There is a real big difference between hacking a card and emulating the ird.
they have been emulating irds in europe for quite a while, using dreambox and triple dragon, but it still needs the subbed card and gets no more channels than the sub has in the first place. Its only real use is for card sharing, but even that has its limitations.
old dtv boxes are dime a dozen, why would you waste the money to buy a dreambox or a dvb card unless you are card sharing?

If the author blocked card sharing, then cardsharing would be possible. There are already a few posts of people working on it.

In Europe, card sharing is common.

I was recently at my local Sat Pirate store and I asked about the FTA/DTV rumor. That's when she said they are trying to use the p4/d1 card with a FTA receiver, she showed me the one, can't remember the name, but was selling it for $100.

Not much more than that. Possibly they heard the same rumor.
