Problem programming with dt tier works

I have 2 cards, from the same person, that refuse to program correctly in dt tier works. After cleaning ppv's and making new ones, cleaning tiers on the bin, ect...when I go to write the patch to the bin file I get a "this file does not appear to be a valid 101 bin". This is a 102 at rev 103 so why do I keep getting this error. I've tried reading this multiple times and trying it over and over and still the same problem. I've done alot of cards but these 2 are the only ones with a problem. Is there another program to make the tiers so I can just go thru n2edit and just patch it there? I even removed the intercept on the card and locked it up, then glitched it open and tried it again but same thing. I'm lost on this one.
