Black & white flickering video 301.13 dual

Well I have almost run out of projects so I decided to look at a reciever that I got a hold of a while back.
301.13 Dual
Flickering ( pulsing ) black and white video on all outputs.
Sure its a video circuit problem, kinda leaning on the Crystal but would apprieciate some guidence. Tried many flashes ( ORIGINAL FLICKERS TOO).
Virginized eeprom etc.

ellsmako did you fix this problem if yes how?I have 2800 end is doing some thing.I have color - on end off(but mostly stey black&white.Plus when I do favourites list receiver reboots,never had lock instol.Tried many flashes and eeprom no go.
