mfg /device codes returned are 1/22f6 (jedec) and 103/3130.
What does this error message mean?

Corrupt t-sop. Read about t-sop reserection.

as udntcme said, or your homebrew unbuffered jTAG is too long.. or you have it hooked up incorrectly and it can't see the TSOP right. Before trying to ruin your IRD use the KISS theorm and try another computer as I had one computer go bad on me before and spit an error out when there was in fact nothing wrong with the IRD's TSOP, just the computer was being picky and needed a new windows install. Thus runing the working TSOP and requiring me to fight for quite a while with it to get it to work again.
If you did some soldering for say an AVR-X header you may have fried a trace or two that would cause that error but usually you get device not found 0xffffffff error with that.
If you can't get in with another system, and you know the jtag unit is good do some TSOP resserection. Most are risky like the junkyard fix - so stay away from those unless nothing else works for you. Which IRD model do you have?
If you have a 301/3100 and you plug it in and the green light comes on then goes back out your IRD bootstrap is fine and should reprogram without any problems, or should automatically update itself in the stream dispite if it will power up or not. If you got no light you are going to want to find a copy of wall 2.0 or 2.2 and try to flash it that way. I know that information was priceless once I found it - though it was too late at that point.
