Please post when you come with an answer, Marin - I've tried for 3 weeks to add my locals to SatVia V2, V3 and V4. Each time I try to add a tier, it blacks out every channel in the guide and turns the guide itself red.
I've asked on 3 different sites (got no satisfactory answer) and PM'd SatVia directly (got no answer at all)...as long as I run the default settings, all is well. Weird.

For mann001 and twostep.
Since you (both) are experiencing insurmountable problems with SatVia, why don't you change the pfg
There are several out there that will remap locals to the 2-99 files section (even the spotbeam ones).
Here is one I like and have had great success with;
http://dssftp.com/files/index.php?m=category&CATID=34# (tandq.org atmegaV3)
There is another in the same archive (just scroll down until you find it) not as versatile, but, still has all of the current whistles and bells.

Thanks for the tip - I've used a program called BusRCV3, believe it was - and it did the locals thing just fine.
My idea to try the SatVia NoRSA program was twofold - thought it would be nice to be able to run multiple devices (Atmega, Rom10, Rom102) on the same receiver - which I can do - and also not have to worry about firmware updates (which the IRD takes without problems)
Plus, it's aggravating to have a known working program that won't work properly here, when everything's been done by the book.

Try using one of the newer pfgs. TCFDIII or tandq.org ATmegaV4 should give you the locals in the 2-99 channel arfea.

Hey USA, just wondering, i experienced no problems with Satvia, let alone "insurmountable" probs ...but mind you I'm not so keen to get specific locals, I'll settle for whatever is on the pfg.
Colorado? Arkansas? Georgia? no prob it's all great! My wife was particularly enjoying the antique roadshow from Athens just tonite...a fun free tour of the USA..! The weirder the local the better!!
But of course I'm in Canada...and I'm wondering, will what yer recommending take the updates like the Satvia fix does?

The tandq.org pfg has the text files you will need to place any locals on your pfg file for ATmeta128. Just open the pfg in jeepers and click on 'Click here to edit tiers.' If you printed the text file with the min/max addresses, you may enter them here. To have one of these city's locals remapped to the 2-99 channels place its BO string entry in its proper place in the blackout string.

Scroll down until you find the file.

I am using V4 with an 2800 Dish. When I change Tier 1 to my locals, I lose 999 Dish Retailer and Bloomberg. Does anyone have a fix for this. The only locals I need are East Coast, Nashville, Denver and West coast.
Thanks
