I would recommend saving the EEprom from the IRD, but you can create one in FE2 as DH said.
If you've backed up your TSOP, backing up the EEprom is a breeze. Open Jkeys2.9.9, hit EEPROM Programming, then hit 'save'. Save to same folder that your TSOP .bin is. You're done!

Another option is to get an EEprom .bin from Mili's TSOP bank...
