2800 Receiver Troubles

Hello,
I bought a brand new 2800 receiver (new in a box) from EZ Dish. I have tried to jtag it but jkeys is never able to detect it. When I plug it in, the receiver automatically powers up and doesn't power down with the remote. I must unplug it for it to turn off. The software is 093P CAED-N. I know my jtag is working as I have successfully jtaged my other 2800 receiver.
I am starting to think that I was scammed. Can anyone please offer any suggestions on how to get this receiver to jtag?

does the light come on when you plug it up?

Yes, the light turns on when I plug in the receiver to the power outlet. The light only turns off when I unplug the receiver from the power outlet.

Thanks everyone, I finally got it to detect. I'm not sure why it was able to detect all of a sudden. Maybe it had to do with me having left it in the stream for 2 minutes but I'm not sure.
