How to set up USB to DB9

I am needing to know what I need to do to get the thing working. I have installed the drivers it is listed in the Device Manager as COM3, but will not work with my iso programmer or unlocker. The power supply is a 9v from the wall. Are there possibly some properties I need to change in my device manager? Any help would be appreciated.

check to see if you can do DMA request with your usb adapter. I know I looked into one and it wouldnt do DMA, so I think its about useless with nagraedit or anything. I might be wrong though, someone might have figured a way around the DMA thing or have some better software.
