Dish & Dtv??

I have a friend that called to dish to subscribe and to make a long story short...He is using a 4900 IRD with the new DTV cards( blue Access with arows up). I saw this for my self so I know it is true. I am in no way an expert on this I just read and manage to get free tv, but if Dish can program DTV cards can we? I am sure it is a lot more complicated than I understand...Anyway I thought I might all know. Any thoughts?

Must have been a diferent card.
Would be same as putting a dvd in a cd player. two diferent things they got.

Good Job Fubr...found out ird is a dp 311 and not 4700 and told my friend to pull the card out and to his suprise the ird was still working...Charlie was probably messing with my friend........Sorry guys, false alarm...
