Newbie question about Blue Nexus unlocker / programmer

I know, this is probably a stupid question. I've read a ton of posts about how to "flash" a new Nexus programmer, but what does it mean that it is "not flashed" when purchasing it? Does that mean you can't use it out of the box with the Romcode software?

U cant use a loader 4 romcode u need an iso and make sure u have .net installed
