I read the following warning from somewhere and I was just wondering if someone could verify this for me and also hopefully explain just what this entails:

DO NOT LOAD REV108 ONTO A CARD THAT IS AT REV103.. IT WILL LOOP. YOU HAVE TO LOAD A REV107 BIN FIRST.
EXAMPLE DISH ROM102 V28E 0001 BLOCKER IS REV108 & WHEN YOU PATCH IT TO YOUR 3M. IT TURNS IT TO REV108.

Supposing I'm writing onto a new card at rev 103 and I'm making my own bin. When I apply a blocker to it (the one mentioned) what is it exactly that I need to do first? How to do I change it to rev 107 first? Also, when I make it a rev 107, I'm supposed to erase the codespace again and then apply the new bin?

the part you mention only pertained to that software they released...If using n2edit, clean codespace back to rev103 then apply blocker...wont be any problems....you can even use the newest blocker which spoofs rev109..
