What is the "relocker" from Penga?

What exactly is the re-locker portion of the Penga blocker. Do I have to use it?

if u unlock your card with penga blocker to make changes on card just apply relock and card will have blocker on again

NO it's there if you want to use it. If you unlock it just clean codespace and
write the same image/bin you wrote first. Just like you did with V22.

If you want to clean the tiers or just check the keys instead of writing the whole bin again. you open up the relock patch when you are done and just apply that instead of writing the whole bin.
