problem with unlocking

Every time I click on the checkmark in NM2.0 I keep getting:

ATR:FF
This does not appear to be a valid ROM102 ATR

When I use Winexplorer I get:

Trying to reset card...
Reset Failed

ANy ideas on what this may be. I have 3 cards Rom 102 Rev103 and they all say this when I try each of them.

I am using Milis white nexus unlocker
9V power supply 200ma
dips 2 and 5 on

r u using newd13? it is either this or not making good conn. also check ur com port setting......

I dont think this is it but I think that anything under 300 ma is pushing it

never got it to reset the atr. but when i clicked unlock it glitched and opened in less than a minute. By the way that was a typo the power supply is 300ma.
