I have seen some cards on fleabay which say No Valid ATR. I am just looking at getting everything together and programming ROM102 cards. What is it and is there a way to fix it?

ATR stands for Answer To Reset. A Bad ATR is usually a sign of a looped or dead card, or a hardware problem. If they are being sold as NO ATR, I would not buy them, as there is no unlooper available at this time, and even if there was, there is no guarantee the cards arent fried.
EDIT** Also, if it specifies the invalid atr, and if the old rules from the DTV days still apply, ATRS like 3F FF FF FF FF FF FF or FF FF FF FF are usually looped cards (usually from corruption), while 00 00 00 atr's could be either looped or dead. A card can also have absolutely no ATR at all, usually meaning totally dead.
