any luck with looped rom102 cards

has anyone had any luck with looped rom102 cards. had two rom102 rev103 cards. first unlocked quick. didn't change anything the second card looped-no atr. i know there is no public software what about a dealer?

generaly no atr means dead clean contacts with a eraser sometimes its just a bad connection.
