Wide Open Bin For 102/ 311 Receiver

Can someone help please ? I need a 3m bin wide open ppv .
I have tried to write my own in DT Works but get a error (out of range)
yes I have put in a hex # like AABBCCDDAABBCCDD with no spaces
not to short.... but no one seemS
to have a answer for this one.
a MOD has tried to help but the bin keeps comming in the ASE11 FORMAT.
So the bin opens up in note pad as a mess! Might there be a bin in the v.i.p
section.
Help S.O.S. This bin would be for a 311 D/N. I Have no problems
with writing a blocker.

dont think there is a wide open 3m bin as the 311 uses the receiver boxkes ird # .
you have to open the bin you read from the 311 add your teir you want and write it back to 311.
