clone and unlock

is it possible to clone a sim card and unlock a phone to add a phone to a service

I know that this isn't a hot subject on this forum but surely someone ca steer me in the right direction.. is cloning a smart card for cell phones possible?
is there any software to do this with?

you can unlock most phones without sending them in somewhere.
you can clone sim cards but can't use both of them at the same time without you popping up on the network like a Christmas tree. If that happens that sim card will be deactivated and you will have to pay reactivation charges and buy a new sim card. You can clone two sim cards and put both on one multisim card and flip from one simcard provider to another on an unlocked phone without a problem but the minute both identical sim cards are registered on the network even at 2 separate cell towers they will know about it.
