open rom 102?

just programed my first rom 102 today for my coolsat I got an open 102 from mili I have one question about locking and unlocking

I have a friend who has a rom 102 at rev 103 pretty sure it's been a previosly subbed card .does it nesscarliy mean a locked card? I'm unable to run it thru the iso right now but just asking because he needs to buy a coolsat card reader and maybe he should get a unlocker at the same time.

running it thru the iso is the proper way to determine if card is locked correct?

you will need to unlock card with unlocker
you won't be able to read an unlocked card
