Prev-subbed 311 Card not authorized

I have a prev-subbed 311 at rev 283, glitched and am talking to the card with ISO. Following the instructions adding tiers and then adding the Blocker I get an error on boot - "smartcard not athorized for the receiver". Any ideas, I have run through it twice....

does blocker info match receiver?

When I reopen it and review with romexplorer the cam IRD and BK all match.
I am sure that this was left in stream after being de-subbed back in 2004 there was a 2nd IRD Tier (all 00000) before I worked the bin.
