are all rom 102 cards locked???

I have a rom 102 at rev 103 and was wondering if It has never been subbed to or even put into the ird with coax hooked up is it still locked? or does a card only become locked when put into the stream?

You can figure its locked. You can also try to read it in N2edit and if its locked you will get "failed to read"

Is there unit that unlocks the 102 card and programs it in one unit???
