Mili's Dumb Programmer

I have 1 of Mili's old dumb programmers from the HU days. I also have 1 of his AIO loaders. Will either of these work on a rom 102? Are there any modifications that can be made? Also, are "new" 102's from the dealers locked? Do not want to loop them. Thanks for any advice, thebiga
