rom10's are out of them game no longer valid for use... Get yourself a rom102 card....

check out the 311.
i have 3 running. they are nice.
they are pretty much user friendly.
they work well. just apply tiers and a blocker.
my friend J helped me with that part,after that I really like the 311 deal.
the unlocked 311 is my choice of weapons for now.
great deal.unlocked and ready for programming too.

It seems that some people never get tired of posting useless information about the "death of Rom 10 cards".
The truth is that they still work if all you want are local channels and music.

I think A23 cards were stream locked, so it seems unusual that yours could be at Rev 103. (Meaning that you would have had to previously unlock the card before ever applying anything to it.)
Anyway, if you saved a copy of the image written to the card, your password will be there to unlock it. Check the script file or patch used for it's location.
If you don't have that bin file though, and can't guess the password, you'll probably have to glitch it open with an unlocker.
