Can't get all the channels

I have a BEV 2700 running a AVR3 using the jeepers program. some channels are blocked out. what do i have to set the min and max tiers at?? right now the min tier is 0000 and the max tier is at 0FFF. do i need to change these to get all the channels??? help is appreciated..

FYI....max 2300 will only mask channel 317 so it doesn't appear in the channel guide.

Set them as follows...

Min Tier / Max tier
0001 / 7FFF
0001 / 8000
0001 / 8000
0001 / 8000
0001 / 8000
