figuring out tier info on your own

I've seen progy which can read tiers of a subbed card, not sure if it works because I dont have access to subbed cards but where do you start if I want to figure out the tier information on my own without sub? Also is subbed cards get all tier updates, and then you just have to activate each tier somehow or how does it work? I'm trying to figure out tiers for some locals, latest tier list 011003 seems to have some outdated tiers for locals.

you can read any card locked or not just use tierinfolite. in file sec.

and will shows you all the tiers on that card.
