Rom 103 rev300 ,no info

I open card but has no info ,no ird# no box keys.
I have #2800 and #4700.
Somebody is telling me that i can't use this card with this ird's .I have to use dual tuner's ird's.
Is that true .Please tell me.
I am trying to program this card for two week's now .

103 uses dual tuner
