I think you name a tsop lock.
on it on the other is off
just leave of off

If you want to remove is you have a find the trace that was cut and repair it.

just leave it off

It look like he's got a old TSOP lock,
dish used to re-write the the flash,
using modified cards
and you had to re-write the flash and
and you either had to have the lock which prevented the form re-write then.

Dish has not done the for many years and the stop selling them,
as long as you leave to "OFF" position it works normally.

A lot simpler that cutting of it and soldering the cut trace you had to cut to install them again. people had trouble getting the trace repaired.

If you can re-write the flash it "OFF" and if you can't it in "ON"
