I TRYED ALL POSTAL CODE AND CONFIGURATION FOR BLACKOUT AND TIERS... FOR MIAMI AND ALWAYS THE SAME RESULT.

yep exactly.Crow492 is in CAN he may be able to tell you what locals is possible for you to get.Since DN cut the distant locals out.you can only get the locals from the cities closet to you from the US
