Iso Programmer Question

Question for Mods, Mili, or whoever bought one of these items

looking at the ISO Programmer that is on this site and said will program but is it the same as " ISO 7816 smart card Reader/Writer. Selectable 3.68MHz and 3.57MHz " just wondering. it doesnt say on the info page on it.

1. for dish
2. for DTV
