Can this card be unlocked? it is married to a PVR921 IF not can get a new card that wors with it for testing?

That is a 103 card, but that is all I can tell from the info you provided.
Put it in the receiver (look at the System info screen) or in a ISO loader and check out the rev of that cam.
If it is between 300-308 it can be opened. 309 and 30B cannot at this time.
