301.013 half dead

i have this 301.013 that i can flash the tsop no problem
the green light does'nt come on (never has) got it at a yard sale.
i can't find anything physically wrong. i checked the tsop voltage
with vidmod off and i get the 3vdc. has anyone fixed a problem like this?
what should i be looking for to fix this
i have many 013 parts

I have seen a few stuck in link mode, due to a bad CPU.

I have thrown so many -013s away, you would not believe.
