try the bad IRD on exactly the same hook up as the good one, if it is still a problem, probably the lnb power supply is bad,,,,,,not a real uncommon problem and fixes are posted in the receiver thread..
when you say dual room, I am assuming the each IRD has it's own cable all the way to the LNB..no splitters used.....

no it's not the lnb i'm using it on a sony unit and i can hook up my other drd420 and it will work and bring in all channels with no problem i'm guesing that it's like the dish when they ecm the box it's gonna have to be reflashed but if you have any ideas i'm open to all and willing to listen , ive reflashe several dish boxs but not done the drd420re yet but thanks for the input

How to check: First with the power off pull off the “Sat in” tin box cover
Next locate the middle lead that goes threw and into the “sat in” connector. Now carefully plug the receiver in and use a volt meter with the red lead touching the “sat in” middle connector and the black lead touching any source of ground test the voltage and write down or remember what it is.
Test results: If you have a voltage that is fluctuating from 13 to 17 volts you are fine. If you have it fluctuating but at a lower voltage like 0.6 volts then the Zenor Diode is shot. IF the voltage is there but not fluctuating, and stuck at one voltage like 22 volts then the tip 42 Transistor is gone.

Anybody have the NTE part # for the Zenor diode and when the 420 has 2 diodes, are they the same or slightly different in spec wise

it's a 1/4 watt 27 volt zener, I have used 1/2 watt and 1/4 watt and they both are fine, not real critical, it's for protection only and any thing from 27 - 33 volt rating will do fine. I have used SM and wire leg types, no big deal here.
