How to get GTROM on my XP

How do I put GTROM on my PC with XP, every time I try to git it I download GTROM the file comes up as an index file and will not open the GTROM, and it dose the same thing when I open any file, what do I need for it to work.

Update your computer programs... Seems to me that it needs that. And give it some service too.
