shut of card

looking at a receiver on fleabay. seller says "Card is the new type and has been activated but It was shut off because I could not pay the bill". can dish shut off card? if they shut of card i guess it can't be tested. please help before i purchase.

if it is new card, it is probally a rom 206 or so1 or s02, can't be tested anyway, what he means is that he owes money to dish and whoever buys that receiver will have to pay the bill owed before it can be activated by dish. we can still hack it if it has a 102

No, you would not activate the card and IRD. You would unlock the card, add a blocker and tiers, and watch TV with it.

yes it can be hacked. you can watch tv on it, I believe 307 is a higher rev for the 103 so the change of you looping the card and having just a pretty black box is pretty significant.
