If you have a Rom 102 card that is married to reciever you can use Atmega Clone Utility to put info on Atmega
If card not married to reciever more complicated
public numbers still working btw :)...though for how long is unclear

You need a copy of your original cam image(rom102) if you have it then search for the AIO clone utility easy to use

so does this mean you can use nexus unlock er to unlock the card and an ISO programmer to program the ROM card , you could use the card that was given by bell to get all channels?

If you had a rom102 yes you could unlock it program it and use it to receive all
channels but you may not have a 102. Using atmegas where you only needed the receiver number and boxkeys no longer works. Before unlocking a card i would do some reading first
