Well, is this a new installation? If so can be an alignment problem or some obstructions.

You didn't mention what antenna and what you're pointing at. If you have a friend that has a working setup, take the ird to his place and try it there. I did blow the tuner out of a 3000 by unpluging and reinsterting the feed whilst it was powered up (gave me the constant acquiring signal or whatever the prompt is).
