I got a hold of a 921 but the card that came with it is looped. It was a 103 rev 306. I know that the receiver at one time could not be jtaged has that changed? How can I get a card for it and be able to test it with this receiver?

No. It cannot be jtagged. Even if it could, the TSOP is encrypted, so it couldn't be read by jkeys anyway.

Yes, you can. BGA rom 103 cards can be purchased from mili for $170. You then need to find a reputable TSOP replacement service that will replace the TSOP, re-wire your card slot so that it is active, and provide you with the matching CAM image to write to the BGA rom 103 card that you purchased from mili. The cost for this service is $120 + shipping (to and from your mailing address). Total cost after all of this ~ $340. PM me if you want that service's website.

I know someone that does the flash change a lot cheaper than that....but don't know if he will take work from unknown people.
The card slot on a 921 is already active.....it comes with a 103 card, not Icam.

My bad. I was *THINKING* 942, when the OP clearly stated that he had a 921. The technician I know who does the TSOP chip replacement still charges $120 + shipping in both directions for the 921 (just like he does for the 942), anyway. So, my final price estimate is correct (using MY technician, at least).
