Is the download section vip only now? I use to beable to download from there but now when I try all I get is Please wait 17 seconds. Timeout period between accesses: 30 seconds
No matter what I try.

No it is not only vip. any one can use it during those certain hours. not sure why you are getting that error

Been trying for 2 days to download a good single tsop for a 301.013 and keep getting that error.

maybe it is something in your cookies,
try to dump them or try maybe even firefox to get the link

maybe you have to sign up for account???? I know it is suppose to be anonymous donwloads if you want but perhaps mili accidently changed something.
