is there a way to get all the local's on 119 and 110 with out programing your fta

You cant get every single local channel.......only those in your "footprint" or broadcast area.....I can get around 100

The locals on 110 and 119 are encrypted with Nagra 2, so you would need to "program" your FTA receiver to receive these channels. There are free to air locals on other satellites, like Galaxy 10R (123W) . A 30" Dish, Ku Linear LNB (4-foot dish in Alaska/Hawaii/Canada/Carribbean) would be required. These are some of the channels available on 123W :
