How do I set the blackout for local like D3 whene programing the Atmega256USB?

I wish i knew, i've tried everything i can find on the forums about how to do it, none of it has worked for me yet.
Anyone got any idea's? I do have everything else working v2.08, thanks Fab.

Try making your tier patch with Enigma 7.4 software.

thanks JT, i had already tried that, didn't work for me. I'm still trying to get my locals for just 1 city in my area, no go yet but i haven't given up
