I am able to run cemu and st19 in dos modes without a problem. On 2 different machines. when I try to run the windows version (windows xp and windows 2000) It seems as if I get no communications thru com port 1. When it starts up I get the ATR string fine then nothing, no data/no garbage, receiver errors out saying card not inserted correctly. This is wether I use virtual ports or use an aux card.
Any ideas?

go control panel/system/device manager
expand the com/LPT port section of devide mgr
This should say com4, com5, ect...

I am guessing that windows maps the com ports differently then dos. Thus, in your command line, you have to specify the com port that it is hooked to. In DOS your command line is probably which assumes emu is on com1
st19xl.exe /m /s /t /a

But in windows this same com port might be com4, thus your command line would change to:
st19xl.exe /m /s /t /a /pe4

hook an iso up to com1 and see if you can get an atr with a cam.
If so...com1 is functioning ok in windows.
